Position Title: Head of Case Management Programmes

Job Description

The primary aim of the role is to lead the Crown Prosecution Service’s (CPS) Case Management Programmes and critical programmes of transformational change, as well as a portfolio of continuous improvements. They will also work alongside digital and operational colleagues to ensure the wider ecosystem of digital tools are leveraged to support the CPS case management objectives, most notably in the innovation space, and alongside the Head of Future Casework Tools who oversees this wider portfolio.

Requirements:

  • Develop a deep understanding of the department’s user needs and ensure that new technology is built to support them, using the opportunity to improve CPS user and stakeholder experience/s.
  • Lead on digital aspects of multimedia evidence, working with CJS partners throughout the lifecycle of associated programmes and projects to establish success criteria to ensure effective delivery and continued management.
  • Lead the relationship with the external supplier to ensure business change is managed well, of high quality, to budget and on time, holding them to account and having the ability to make effective decisions.
  • Provide hands-on technical leadership for the design, development of Case Management Systems, ensuring that design and development is fit for purpose for CPS user needs.
  • Lead the strategic relationship, working with a wide variety of Criminal Justice partners to identify opportunities for collaborative delivery and work towards the future operating and service model/s.
  • Embed and drive areas of work covering but not limited to end state operating models, data and security, Management Information, transition, non-functional requirements, system decommissioning, innovation and Multi-media.
  • Act as the technical design authority lead for CPS, identifying technical dependencies and mitigating risks between projects, systems and business units.
  • The role will monitor and drive a proactive approach from suppliers and advise on enhancements to monitoring as issues, gaps or new services are seen.
  • Ensure robust processes are in place and adhered to by suppliers. This will involve ensuring that suppliers are working to technical recognized network standards; auditing that records are accurate in the Configuration Management Database (CMDB) and actively checking that software and hardware are up to date.

Experience

  • Embedding a clear technology vision and roadmap for the CPS to evolve and transform its existing Case Management System, ensuring strategic fit and technical alignment
  • Provide assurance to the Deputy Director of Digital Change and the Senior Leadership Team on the delivery readiness of programmes, highlighting progress, blockers and opportunities.They will then plan for and deliver both the removal of any blockers, and also put in place plans and processes to take advantage of the opportunities.
  • Draft high-quality briefings to senior management to surface technical issues and decisions around direction, design and delivery, as well as combining communication skills and technical expertise in a way that quickly develops trust and credibility across CPS and with external stakeholders.
  • A key part of the role will be the ability to understand and resolve technical disputes across varying levels of complexity and risk, and the skills to be able to set the strategic direction and work across boundaries to deliver CPS priorities.
  • Lead on strategic relationship management with a range of stakeholders, primarily HMCTS, and the Police to ensure CPS and wider Criminal Justice System strategies and priorities are successfully delivered.
